Stubb Calls for a Bigger Europe: Finnish President Proposes Expanding EU to 40 Members

Finnish President Alexander Stubb has called for a major expansion of the European Union, urging the bloc to grow from its current 27 member states to around 40 and to rethink its strategic role in an increasingly uncertain geopolitical environment.


Speaking at an energy conference in Helsinki, Stubb argued that Europe must “think big” and seize what he described as a limited “window of opportunity” to strengthen its geopolitical influence and security architecture. He suggested that the EU should consider deeper integration with countries such as the United Kingdom, Canada, Norway, Iceland, Türkiye, and nations across the Western Balkans.


Stubb emphasised that European power and strategic autonomy are closely linked to the bloc’s size and reach. He warned that momentum for enlargement could fade once Russia’s war against Ukraine ends and international political dynamics shift, making the current period crucial for advancing expansion efforts.


The Finnish president also highlighted the importance of bringing candidate countries such as Ukraine, Moldova, and Georgia closer to the European project while exploring more flexible forms of membership and partnership that could accommodate a wider group of nations.


Particularly notable were Stubb’s remarks on Türkiye, whose EU accession process has long been stalled. He argued that Europe should seriously reconsider Türkiye’s place within the continent’s security framework, stating that closer cooperation is increasingly important given current geopolitical challenges.


His proposal comes amid renewed debate over EU enlargement, with European leaders increasingly viewing expansion as a strategic response to Russia’s invasion of Ukraine and growing global competition. Recent discussions among EU leaders have focused on accelerating accession pathways for Western Balkan countries and strengthening ties with neighbouring states seeking membership.


While Stubb’s vision would require significant political consensus and treaty reforms before becoming reality, his comments have reignited debate over the future shape of Europe and whether a larger, more flexible European Union could enhance the continent’s influence, security, and resilience in the decades ahead.
