Finnish Citizenship Scandal: Fake Jobs and Fraudulent Credentials Exposed

Finnish authorities suspect that at least 12 foreign nationals obtained Finnish citizenship through a long-running fraud scheme involving fake employment, manipulated company finances and fraudulent language qualifications.
Another five people had citizenship applications still pending when the investigation began in 2024, according to police and the Finnish Border Guard.
Authorities have also identified earlier cases involving people who had already obtained citizenship, but those cases were not investigated because the suspected offences had already passed the statutory limitation period.
The investigation is being conducted by the Southeastern Finland Police Department together with the Southeastern Finland Border Guard. According to investigators, the scheme may have continued for more than 20 years.
Fake jobs used to support residence and citizenship applications
Police suspect that the main person involved established several companies in Finland from 2003 onwards and arranged fictitious employment relationships for foreign nationals.
Investigators believe some of the companies conducted little or no genuine business. Money was allegedly transferred between the companies and related businesses to create the appearance of legitimate commercial activity.
Authorities also suspect that funds moved through companies in Sweden. Much of the outside funding received by the Finnish companies allegedly came from a small number of foreign businesses and was subsequently used to pay salaries to people who investigators believe were not genuinely employed.
These employment arrangements allegedly allowed individuals to apply for Finnish residence permits and, later, citizenship.
Investigators also suspect that some applicants paid the main suspect and associates for arranging employment, residence permits and citizenship-related documentation.
Language tests allegedly taken on behalf of applicants
Finnish citizenship applicants are normally required to demonstrate sufficient proficiency in Finnish or Swedish, either through an approved language examination or qualifying studies.
According to the investigation, the main suspect and accomplices allegedly took Finnish-language proficiency tests and completed Finnish-language study modules on behalf of some applicants.
Police and the Border Guard believe those applicants would not have met the citizenship requirements without the alleged deception.
Yle reported that all of the individuals suspected in the case are Russian citizens. The investigation suggests that some applicants paid for both fictitious employment and assistance with the required language qualifications.
Criminal investigation continues
The case involves suspected aggravated fraud, aggravated forgery and aggravated accounting offences. The investigation began in 2024, and police have described the scale of the suspected scheme as significant.
The fact that some people may have already received Finnish citizenship does not automatically mean their citizenship has been revoked. The current case concerns criminal suspicions and an ongoing investigation, and any final decisions will depend on the outcome of the legal process.
The investigation also highlights how fraudulent employment arrangements can potentially be used to circumvent Finland’s residence and citizenship requirements. Finnish authorities have been increasingly focused on cases involving fictitious employment and false information in immigration applications.
The case is now moving through the Finnish criminal justice process, while authorities continue to examine the full extent of the alleged scheme and the people who may have benefited from it.
